If the applicant seeking about a contractor who is working under an officer and the officer requests that contractor about that information, Can that contractor be treated as a Deemed PIO?

No, the contractor cannot be treated as a deemed PIO.
Section 5 (4) reads, “The Central Public Information Officer or State Public Information Officer, as the case may be, may seek the assistance of any other officer as he or she considers it necessary for the proper discharge of his or her duties”.
A contractor is a private person and not an ‘officer’.
A Contractor may be required by law to submit certain information to the PIO which he can seek under that particular law.
