Action taken for delay in filing of FIR

Background
The Appellant wanted to know the reasons for delay of almost 6 months in lodging an FIR and the action taken against the officials on her complaint. She lodged a complaint with the Police as some people had kidnapped her son and she apprehended murdered him. But the police authorities took no action on the complaint and lodged an FIR No.106 at P.S. Jamia Nagar, New Delhi only on 10.3.2011, almost 6 months after the date of incident.

The appellant informed that investigation into the matter has now been transferred to the Crime Branch, Delhi Police. She wanted to know if any action has been taken for putting advertisements/notices in the newspapers and for conducting lie detection tests on the alleged persons. The PIO submitted that all possible action on the FIR has been taken by the police. The Commission directed PIO to inform the appellant of the reasons as per record for the delay in lodging the FIR and the action taken, if any, on the concerned police official for causing the delay in lodging the FIR. The Commission also directed to provide all action taken for investigation of the case including information on lie detector test, efforts made for publishing the advertisements/ notices in newspapers with respect to the period for which the matter was investigated into by the South East District, until the transfer of the case to the Crime Branch.
