RTI Application in blood – is it a case of attention seeking?
28 Oct, 2012An application has been filed under Right to Information (RTI) Act with the Jammu and Kashmir State Information Commission (SIC) seeking information in the case of death of a lady, Santosh Kumari, who died on January 29, 2011. What makes the application distinctive is that the applicant Deepak Sharma has written the application with blood. He has claimed that despite frequent requests and reminders, information sought by him regarding the woman has not been provided to him. He has claimed that he had filed RTI applications to seek information from the Forensic Science Laboratory (FSL) in 'mysterious' death of Santosh Kumari and though a FIR had been registered at Nowabad police station but police and the FSL are not ready to share any information in relation with the follow up in the case. After investigation, the police have closed the case terming it as a suicide but the applicant has alleged that it was a case of murder.
While such an application may be the result of utter frustration or may be an attempt to seek attention of the public, it does not appear to be appropriate to use blood in place of ink.
