Is there any CPIO for the Delhi Bar Council under the RTI Act, 2005?

Comment: Is there any CPIO under RTI Act, 2005 of Delhi bar Council now. If yes, what is his address as I want to file an application under RTI Act? If there is no such with whom application can be filed?
It is a very sad state of affair. These advocates harass and fleece public. See how the Bar Councils are working. An authority which has to regulate conduct of advocates is itself boldly defying law.
What can be the fate of Application now?
Who will pay fine of Rs 25000/-? What authority CIC has now? Nothing - only a spectator. Only the Applicant has to run to Court.
A miserable failure of the RTI Act.
