BMC appoints 40 retired officers as OSD / consultants during last 5 years
3 May, 2015Reply to an application filed under the Right to Information (RTI) Act has revealed that the Municipal Corporation of Greater Mumbai (MCGM) has spent about Rs 1.70 crore over the past five years for payment for hiring retired officers as consultants and officer on special duty (OSD). The MCGM is also known as Brihan Mumbai Municipal Corporation (BMC) and is the richest municipal corporation of the country. As per the reply the BMC appointed 40 retired officials on contractual basis during 1 January 2010 to 28 February 2015. In some cases, the term of some of the officers was even extended twice. The quantum of payment varied Some of them, appointed on monthly retainer ship basis were paid as much from as Rs 50,000/- per month while some were hired at Rs 5,850 a month. Amongst those who received hefty payments were:-
· NK Kusnoor - Rs 29.50 lakh, the maximum,
· PV Kulkarni (Asst Commissioner-Special Engineer) Rs 9.87 lakh,
· SS Palav (Asst Commissioner- Special Engineer) Rs 13.10 lakh
· Sneha Khandekar (Director) Rs 10.47 lakh
· SD Khandare (Dy. Chief Engineer- Planning) Rs 9 lakh
· Uday Mande (Dy Chief Engineer) Rs 5.71 lakh
According to the Anil Galgali who filed the RTI application, in order passed by the Court in the Dr Jagganath Dhone v. Government of Maharashtra, on 14 January, 2010, the Court had directed to make such appointments but only after getting the necessary permission from the Government. Galgali alleged that the BMC Commissioner has made these appointments without taking any permission from the Government. He has complained to the Maharashtra Chief Minister Devendra Fadnavis, Chief Secretary Swadhin Kshatriya and BMC's new Commissioner Ajoy Mehta about the appointments
