Enquiry under RTI reveals ‘Human error’ behind anomaly in result

While deciding an appeal filed under the Right to Information (RTI) Act, the Bihar State Information Commission (SIC) bench headed by Mr. Farzand Ahmed requested the Principal Secretary of education department to order an inquiry to find how the candidates were awarded marks under section 25 [5] of RTI Act. In the RTI appeal filed by over 100 candidates, huge anomaly in eligibility test results of some primary teachers in 2010 in the eligibility test conducted by State Council of Educational Research and Training (SCERT) was alleged. The State Information Commissioner had observed in his order that inquiry was necessary to establish accountability of the examination system and credibility of the SCERT.
Following the intervention of the State Information Comission (SIC), the candidates who had failed “because of human error in tabulation” were later given grace marks that helped them pass the test. However, a writ petition against the Information Commissioner has been filed in the High Court by the PIO of SCERT.
