The FAA has to issue notices to PIO and to the Appellant on receipt of first appeal, and conduct hearing just like the information commission conducts the hearings. The FAA also has a statutory duty to pass speaking orders. If the FAA failed to discharge his statutory duties, can the FAA be punished for violating the RTI norms?

The RTI Act does not prescribe any specific penalty against the FAA under section 20. Cases where the CIC has passed strictures against the FAA or initiated action can be found on the site.
