No explanation for 400 crores in MLA LAD fund-RTI reply
29 Nov, 2012A programme scheme 'strengthening and augmentation of infrastructure facilities in each Assembly Constituency' commonly known as MLA LAD scheme had been initiated by the Government of National Capital Territory of Delhi.
Under the plan, during the period 2008-09 to 2010-11, funds of over Rs. 400 crore have been released by the Urban Development Department for 19 agencies working in 70 constituencies. The agencies include Municipal Corporation Delhi (MCD), Delhi Jal Board (DJB), New Delhi Municipal Council (NDMC) and Delhi Development Authority (DDA).
The CAG draft audit for 2010-11, provided against an application under the Right to Information (RTI) Act, has revealed that these agencies did not submit utilization certificates, which act as proof of expenditure for the released fund. In the absence of the utilization certificate, it cannot be ensured whether how much money has been spent or is lying unutilized with the agencies.
