ORDER
FACTS:
1. The appellant sought the following information:
(i) Years of experience in areas of Advanced Radiation shielding, Advanced cement free geopolymer & industrial waste utilization at the joining, tenures, of the team members (Permanent & temporarily engaged project staff) who worked in projects since year 2000
(ii) how many Ph.D. holders in physics and chemistry have been working in the institute and how many were engaged in the projects undertaken in the above areas and for what duration from year 2000 to 2016. pl provide names/designations, tenures
(iii) If Scientific Manpower in Physics and Chemistry was available, what was the reason for engaging it and what are the compelling reasons for recruiting new Scientists of the same subject
(iv) what are the compelling reasons to recruit now at high rank of principal scientist
(v) What is the emergency to fill 10 posts by the Acting Director through the advt. no. RECT-O1/2017 of AMPRI, Bhopal, immediately after superannuation of the regular Director particularly when the latter had filled 6 posts based on future need just a few months ago and the Acting Director is also superannuating in 4 months
(vi) What are the compelling reasons for Acting Director to fill 6 posts for his group out of 10 advertised just 4 months before his superannuation, if not recruiting his group members, if these posts were so emergent, provide the reasons why these were not clubbed with the posts filled by the regular Director few months back. The CPIO replied on 29.06.2017 that the recruitment process was continuing, hence, the information sought could not be provided. The Appellate Authority provided point-wise information.
Decision:
2. The appellant stated that he required information about the scientific staff recruited on the past 12 years till 2016. He complained the CPIO had denied the inspection of the documents and the Appellate Authority had refused to give personal hearing as requested in his first appeal.
3. Mr. Pawan Srivastava, CPIO, submitted that the documents sought had been provided to the appellant on 29.06.2017 and the latest recruitment details were not disclosed as the recruitment process initiated on 01.09.2017 is yet to be completed.
4. The appellant stated that the information sought by him pertains to around 12 scientific staff (PhD holders) recruited in the last 12 years. Therefore, the Commission directs the CPIO to facilitate inspection of the recruitment of the PhD holders in the last 12 years and provide certified copies of selected documents to the appellant, within one week form this date. The CPIO is directed to provide the photocopies of the documents to the appellant, free of cost, if less than 100 pages, and charge Rs. 2 per page for the documents exceeding 100 pages.
