Are a large number of dangerous criminals on parole in Haryana?

Applications were filed with various jails in Haryana under the Right to Information (RTI) Act seeking to get the details of the prisoners released on parole. The replies to the applications show that a large number of dreaded criminals are jumping parole in the state, most of them serving life sentences. The replies also show that most of these absconding prisoners could not be arrested by the state police.
Reply from Bhiwani jail says that out of many prisoners who didn’t surrender within the given period, 29 are sentenced to life imprisonment. Information obtained from Karnal district jail says that 35 prisoners, who had jumped parole, are still to be re-arrested.
Gurgaon jail stated that 65 prisoners had jumped parole but 15 of them have not been re-arrested including 11 prisoners convicted of murder and two prisoners convicted under Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.
Similarly, 19 prisoners from district jail, Kurukshetra have jumped parole, which include 12 murder convicts, one convicted under NDPS Act and one convicted of rape. The reply said that though the other prisoners from the jail jumping parole have been re-arrested, the rape convict has not been arrested as yet.
