Auto rickshaw permits being issued in the name of the deceased owner

An application was filed with the Delhi transport department under the Right to Information (RTI) Act seeking to get the details of fitness certificate, permit renewal and smart card permit issued to an auto rickshaw.
The RTI applicant said that the owner of the auto rickshaw had died in a road accident in 2009 but the fitness card of the vehicle, permit renewal and other formalities were being fulfilled annually in the name of deceased. He claimed that he filed the RTI query suspecting some foul play. As the applicant didn't receive the requested information from the PIO, he filed the first appeal. The First Appellate Authority ordered the then PIO to provide to the appellant question-wise information within 15 days of receiving the order.
However, as the matter finally reached the Central Information Commission (CIC), it found the PIO guilty of violating RTI Act and has imposed a penalty of Rs. 25,000 on the PIO.
