Can RTI be used for getting complete rations as per the allotted quota?

The applicant sought the details about the ration that was provided to him every month as per records, copies of the Master Card Register, daily sales register, daily stock register etc. for the last six months along with the details of complaints filed against the Ration shop owner during the last five years. The PIO provided partial information to the appellant. The FAA upheld the decision of the PIO stating that the details of ration card and the complaints are up to the mark and regarding the ration details, directed the PIO to provide the information to the Appellant within 15 days of receipt of his order.

During the hearing, the Appellant submitted that he is aggrieved with the fact that he is not being given the complete rations as per his entitlement by the rations shopkeeper and also that the shopkeeper is refusing to give him receipts for payments made by him towards ration. The appellant stated that he is a heart patient and is in desperate need of full rations that he is entitled to receive. He also submitted that he is more keen on being provided with rations than receiving voluminous information as sought by him in this RTI application. The Commission recommended to the Appellate Authority to give a personal hearing to the appellant to enquire into the allegations against the ration shopkeeper and take appropriate action.
Comments
Since, redressal of grievance falls outside the ambit of the RTI Act, the Commission cannot grant an individual any relief in these kinds of matter.
