Detailed information about competitive examination

Background
The appellant sought information about the successful candidates of an examination who had centres located in UP, Bihar, Jharkhand and Uttrakhand. The information included certified copy of the application form showing signature of the candidate, the certified copy of the attendance sheet of the examination, the detailed result of the examination in the form of a CD, Name of the examination centre with complete address and the roll numbers which were allotted to the examination centre. The PIO refused part of the information claiming that the application form contains father’s name/mother’s name, photograph, date of birth, signature and thumb impression and since this is third party information who are more than 1000 in number, hence seeking consent from such large number of third party would disproportionately divert the resources of public authority.

The Commission noted that the required information has been provided by the public authority while observing that the rest of the information sought by the appellant pertained to the third party, the disclosure of which has no relationship to any public activity or interest. Therefore, the Commission upheld the order of the public authority.
