Life Insurance matter of Special Frontier Force is beyond the RTI Act

Background
The Appellant wanted know about the action taken on a representation about the discontinuance of some life insurance policies which the Jawans of the Special Frontier Force (SFF) had bought from the LIC through the SFF and claimed that this information would reveal the extent of loss caused to the public exchequer. The Respondent submitted that the RTI Act did not apply to the SFF since it was included in the Second Schedule of the Act and, therefore, they could not be expected to provide any information to the Appellant.

The Commission stated the Special Frontier Force (SFF) is indeed included in the Second Schedule of the RTI Act and, ordinarily, the provisions of the RTI Act would not apply to this organization. Holding that the present case is not one of corruption or human rights violation, the Commission rejected the appeal.
Comments
Section 24 of the RTI Act forbids disclosure of information about certain organisations whose name features in the second schedule. There are only two conditions in which the provisions of the Act would apply to such an organization - corruption or human rights violation.
