CIC: The details of the meetings / annual reports of Indian Gulf Association & other State Associations are not exempt u/s 8 (1) (d) & (f); Disclosure of the names of the Southern Zonal Committee members having voting rights may danger to their security

FACTS:
1. Appellant sought
(a) list of members of Southern Zonal Committee having voting rights,
(b) Chairman of Southern Zonal Committee,
(c) Indian Golf Union recognized State Golf Associations in Southern Zone,
(d) number of meetings held in years 2012-2016,
(e) whether annual reports have been submitted by the State Golf Associations during 2012-2016,
(f) whether a returning officer was appointed for the elections for the year 2016-2018,
(g) when/where was the elections held for the Governing Council of the Indian Golf Union from the South Zonal Committee for the year 2016-2018,
(h) when was the meeting notice for the elections sent to the constituents of Southern Zonal Committee.
The CPIO replied with the information and mentioned that information under (d) and (f) was not available with the Zonal Committee. The appellant filed a First Appeal saying no information was given however the First Appellate Authority did not give any order.
Decision :
2. The Commission observes that the details regarding the meetings and annual reports of Indian Gulf Association and other State Associations do not attract the provisions under section 8 (1) (d) and (f). The names of the members of the Southern Zonal Committee having voting rights cannot be disclosed considering the fact that it may impose threat or danger to the security of such members.
3. The Commission directs the respondent authority to provide complete information sought by the appellant after blocking the names and personal details of the members of the Committee having voting rights, within 15 days from date of receipt of this order.
