The appellant is not present at NIC Studio, Chandigarh. The Public Authority represented by Mr. Bhatia, Special Officer is present at the same studio. The appellant filed the above 5(five) appeals against the same authority and hence they are taken up together for hearing.
FACTS:
CIC/CC/A/2015/002157SA
2. Appellant by his RTI application had sought information regarding the advance diploma in Medical Lab technology under UGC Community College Scheme, for the academic session 2014-15. He wanted the details of amount of grants received from the UGC and other sources for the said diploma, copy of the sanction/release letter by which college has received grants from UGC, copy of the proposal/application made by the college to the UGC for procuring this diploma etc. PIO replied on 10.10.2014 requesting the appellant to come for inspection. Being unsatisfied, appellant filed First Appeal. Claiming non-furnishing of complete information, appellant approached Commission.

3. Appellant by his RTI application had sought for list of teachers and their subjects of teaching, list of teachers whose appointment has been approved by the University along with the dates of approval, list of teachers whose appointment has been rejected by the University along with the date of rejection etc. PIO replied on 10.10.2014 requesting the appellant to come for inspection. Being unsatisfied, appellant filed First Appeal. Claiming non-furnishing of complete information, appellant approached Commission.

4. Appellant by his RTI application had sought information regarding the certified copies of documents with regard to existing vacancies of the college. He wanted the total number of posts under 95% grant-in-aid of the Government, number of posts lying vacant, number of posts filled against the permanent posts and on temporary basis etc. PIO replied on 10.10.2014 requesting the appellant to come for inspection. Being unsatisfied, appellant filed First Appeal. Claiming non-furnishing of complete information, appellant approached Commission.

5. Appellant by his RTI application had sought information regarding copies of documents relating to diploma courses being conducted in the college for the academic session 201415. He wanted the names of the Universities that will award these diplomas to the students, copy of the affiliate/approval obtained from the University that will award these diplomas etc. PIO replied on 10.10.2014 requesting the appellant to come for inspection. Being unsatisfied, appellant filed First Appeal. Claiming non-furnishing of complete information, appellant approached Commission.
CIC/CC/A/2015/002161SA 6. Appellant by his RTI application had sought information regarding the conversion of cycle shed of the college into basement for class rooms. He wanted to know the total surface area, number of rooms constructed thereon and the number allotted to this rooms, copies of the map duly approved by the competent authority etc. PIO replied on 10.10.2014 requesting the appellant to come for inspection. Being unsatisfied, appellant filed First Appeal. Claiming non-furnishing of complete information, appellant approached Commission.

7. Heard the submissions. The respondent officer submitted that the appellant was in the habit of filing RTI applications, which are frivolous and having no public interest and had filed nearly 250 RTI applications so far. The information asked by the appellant in the above five appeals was voluminous and of no use to him and hence they offered inspection, but the appellant instead of availing the same, going on filing first appeals and thereafter second appeals and thus harassing the Public Authority. On 2522011, the CIC in its order No. had already ruled that the appellant was abusing the RTI and directed the CPIO to reject the appellant’s RTI applications at his level, as there was no public interest involved in the same. The Commission having heard the submissions and perused the record, directs the CPIO to prepare a comprehensive note on the RTI applications filed by the appellant and upload the same into their official website along with this order within 15 days from the date of receipt of this order.
8. All the five appeals are disposed of accordingly.
