FACTS:
1. Appellant sought the certified copies of orders/decisions issued for inaugurating the Bhagalpur Regional Office (East Division) in G.P.O., Patna, copy and details of inquiry proceedings conducted in this matter, appointment of Director and Postmaster General of Bhagalpur Regional Post Office, etc. PIO replied on 28.04.2017 that the matter related to issue raised by the appellant was pending before court. Vide order dated 25.05.2017, the FAA upheld the response of CPIO and furnished the copy of order issued for shifting Headquarter of Bhagalpur Postal Region temporarily at GPO, Patna.
Decision :
2. Mr. Manoj Rai, Inspector of Posts representing the Department, stated that the building of Bhagalpur Regional Office at Bhagalpur is yet to be completed; therefore until the completion of construction, the Regional Office of Bhagalpur is functioning from Patna GPO, since more than a year.
3. The appellant has a genuine grievance in public interest. When a regional office of Bhagalpur is inaugurated but it does not function in and from Bhagalpur, it reflects a pathetic state of affairs in the public authority. How long such an untruthful activity would continue? Instead of being ashamed of the situation, the office refused to give information at least. It has to give complete information as to why it is being delayed, when it will be done etc. The Commission directs the respondent authority to provide certified copies of entire file about inauguration, pendency, delay, stage of construction of building etc, of Bhagalpur Regional Office (East Division) in G.P.O., Patna to the appellant, free of cost, within one week from date of receipt of this order. Disposed of.
