Did SP, Varanasi give partial information about the transfer of policemen?

An application was filed with the Superintendent of Police (SP) (Rural), Varanasi under the Right to Information (RTI) Act seeking to get the copies of transfer orders of policemen transferred between 10 Oct, 2013 and 15 Oct, 2013.
According to the applicant, there were 15 traffic policemen who were transferred but SP (Rural) only about the transfer of two police personnel. The applicant also claimed that even in the provided information, some data was missing like the copy of the proceedings of the District Police Establishment Board was not attached with the provided information for one policeman.
The applicant, Dr Nutan Thakur, has claimed that the copy of proceedings provided for the second policeman shows that he was transferred without the consent of one of the board members. The applicant stated that following a Supreme Court ruling, the Uttar Pradesh government had issued an order in 2010 which made the sanction of District Police Establishment Board mandatory for the transfer of police personnel. However, the applicant alleged that the then Senior Superintendent of Police (SSP) ordered the transfer of 15 personnel without following the rules.
Alleging that the SP has tried to hide the information in order to protect the then SSP, the applicant has filed a complaint with the State Information Commission against him under section 18 of the RTI Act.
