Disclosure of information related to departmental examinations

The Appellant sought information regarding the limited departmental examination conducted by the UPSC for selecting Assistant Commandants for the CISF. The PIO refused to furnish the information claiming that the examination was held by the UPSC only from 2009 and forwarded the application to the Home Ministry. The CISF also denied the information stating that the provisions of the RTI Act does not apply to the organization since it has been placed in the Second Schedule to the RTI Act.

The Commission directed the PIO of the UPSC to provide information regarding the total number of candidates who appeared in these examinations, year wise, the list of candidates recommended for appointment each year; and the marks secured by the successful candidates, since 2009. The Commission further directed that if the information is voluminous, it may be provided in the soft copy.
