Do students need to pay Rs. 300 for seeing their evaluated answer sheets?

In 2011, the Uttar Pradesh State Information Commission (UPSIC) had imposed a fine of Rs. 25,000 on Lucknow University's Examination Controller for not showing the evaluated answer sheets to the students under Right to Information (RTI) Act and had directed the university to let the students see their papers as per a Supreme Court ruling.
Now, the university has started to charge Rs. 300 per student for showing them their evaluated answer sheets as revealed by the final year B. Com. Students who tried to see their answer sheets. The university has stopped showing answer sheets demanded through filing applications under RTI. Further, the students are not allowed to have a photo copy of their answer sheets. When complained, the authorities asked them to come on another day to get the photo copies.
The university spokesperson told that the decision to show answer copies through RTI on payment of Rs. 10 was revoked in the examination committee meeting held in February, 2013 and it was decided to charge Rs. 300 from the students to show them answer sheets.
