Facts:
1. The appellants, Shri Harsh Chet and Shri Praful Chet, submitted RTI application dated 11 June 2011 before the Central Public Information Officer (CPIO), State Bank of India, Mainpuri; seeking information regarding property documents submitted by Shri V. D. Raizada on the basis of which ATM machine had been installed in the said property.

Vide reply dated 16 July 2011, CPIO denied the information to the appellants under section 8(1)(j) Notwithstanding anything contained in this Act, there shall be no obligation to give any citizen, information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the Central Public Information Officer or the State Public Information Officer or the appellate authority, as the case may be, is satisfied that the larger public interest justifies the disclosure of such information: Provided that the information which cannot be denied to the Parliament or a State Legislature shall not be denied to any person. Notwithstanding anything contained in this Act, there shall be no obligation to give any citizen, information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the Central Public Information Officer or the State Public Information Officer or the appellate authority, as the case may be, is satisfied that the larger public interest justifies the disclosure of such information: Provided that the information which cannot be denied to the Parliament or a State Legislature shall not be denied to any person. Not satisfied with the CPIO’s reply, the appellants preferred appeals dated 1 August 2011 to the first appellate authority (FAA) alleging that they had been wrongly denied information by the CPIO concerned. 3. Not satisfied with the response of the public authority, the appellants preferred second appeal before the Commission.
4. The appellants sought the information submitted by the third party over ATM installation tender stating that they had also participated in the tender and submitted that the ATM was installed on disputed property and, therefore, they wanted the copies of ownership papers for the property of Shri Raizada where the ATM was installed.
5.
