It is mentioned in the RTI that a first appellate officer should be an officer senior to PIO.
Is it required that the appellate officer should be controlling officer of the records and a gazetted officer, because the status is equivalent to a judge of civil court.

No, there is no link between the rank of the officer and his being designated as the First Appellate Authority.
