Periodic reports to Information Commission delayed

It has been reported that out of 31 administrative departments of J&K Government, only 11 have submitted returns either completely or partially while responses of other 20 departments are awaited. And out of 188 field departments, 37 have reportedly filed information leaving 151 who are yet to submit a report.
According to the RTI Act, the government departments are required to submit to the State Information Commission (SIC), the detailed information about the RTI requests received, those replied, details of any action taken against the defaulting officials and the amount of charges collected by each public authority etc. It has to be done on a quarterly and annual basis for monitoring and preparation of the annual reports by the Commission which is to be submitted to the state legislature.
