Is Pune University ignorant about the government resolution restricting prospectus fee?

Following a Bombay High Court directive regarding admissions in colleges offering higher education, a Government Resolution was passed in Maharashtra which prohibited affiliated colleges from charging more than Rs. 20 towards prospectus during admissions every year.
In this context, an application was filed with the University of Pune under the Right to Information (RTI) Act seeking to know about its rules and regulations for regulating fees charged by colleges affiliated to it towards prospectus. The reply from the university states that it has not issued any regulation regarding the cost charged by colleges towards prospectus sold to students.
The applicant contended that the reply indicates that the university is ignorant about the government directive causing crores of unauthorised money transactions and exploitation of students and their parents by money-minded institutions.
