The railways doesn't have any 'lok sevaks' working with it – RTI reply

An application was filed in Lucknow with the Indian Railways under the Right to Information (RTI) Act seeking to get the details about the transfer policy of 'lok sevaks' (public servants) employed in the railways.
The reply from the railways denied that there were any 'public servants' working with it. The reply states that there was no relevance of the question asked in the RTI application as there is no such post as 'lok sevaks'. The applicant has claimed that the reply to the application was sent in an 'open' hand-written letter and the writing was also quite illegible.
The confusing response from the largest employer arises a question as to whether the reply is based on the ignorance of the railways authority or it is an attempt on the part of the railways to deliberately evade the RTI queries.
