Is the RTI reply given by the Gurgaon Police flawed?

An application was filed with the Gurgaon Police under the Right to Information (RTI) Act seeking to get the details of sanctioned posts in the department along with the vacant posts.
The reply to the application reveals that total number of sanctioned posts for Gurgaon Police is 4,822 and the number of posts lying currently vacant is 985. The reply states that most of the vacancies are at the constable level. However, it is not that the upper echelon is quite at comfort regarding the number of personnel. Out of seven sanctioned posts of deputy commissioner of police, four posts are lying vacant. The reply also showed shortage of staff among women police personnel. 459 posts have been sanctioned for women in the police but 121 posts are still lying vacant.
The applicant claimed that the reply provided by the department is flawed. On the one hand, it says that only 2,210 posts of constables have been filled out of the sanctioned strength of 3,301. On another hand, it says that no post of constables is vacant.
