Should RTI applicant specify why he needs the information?

The state gazetted officers’ federation of Maharashtra has demanded the immediate amendment of the Right to Information (RTI) Act, 2005 to avoid its misuse. As per the general secretary of the federation, G D Kulthe, the law must be amended and the applicant should be made to mention the purpose of seeking the information to stop the law from being misused.
In support of his view Kulthe said that the state law enacted on 2002 following an agitation by anti-corruption campaigner Anna Hazare, had specific provision in this regard, which resulted in submission of very few queries and those seeking only specific information used to file application. The law passed by the central government dropped the provision all together and has no clause whereby the applicant has to point the purpose of seeking inforamtion. Infact, even Supreme Court, as well as the many Information Commissions, have, from time to time mentioned that information be provided where larger public good is involved. He demanded that the ‘purpose’ of seeking information should be restored as it existed earlier.
